Whew! I have dialup and the images come up slowly– I thought they were on the back of the 5 ruble coin. That would be Atrocity Archive territory… now they are only strange.
The Russian text appears to say Chthulhu ftaghn (or however you spell it).
Hm.
1)What is Atrocity Archive (I want to have a look)
P.S.: I wonder if it realy contains an encrypted message (that tetris-like block stuff around Cthulhu is much like 2D barcode we use in our warehouse to tag stuff). KGB-Cthulhu-Worshipers use fancy “RPG game-amulets” to smuggle secret messages into and out of USA… sounds so nifty!
The Atrocity Archives is a a collection of 2 of Charlie Stross’ novellas – “Lovecraft’s Cthulhu meets Len Deighton’s spies” – great fun.
I saw the barcode speculation – I hope it’s true (and that it says something either chilling or hilarious when translated).

2)Did you know this stuff has its very own wiki page? http://en.wikipedia.org/w/index.php?title=Cthulhu_Amulet
